Job Purpose

The Monitoring & Evaluation Specialist’s main responsibility is to create, develop &
implement a comprehensive M&E plan for one of Educate Me’s educational
programs based on Educate Me’s Theory of Changes. He/She is fully responsible to
create, manage and maintain the project’s full M&E system and carry out the whole
the process from beginning to end including designing data frameworks and M&E tools,
data collection, data analysis, and data sharing and set forth recommendations to
ensure enhancement of programs' quality and impact.
Ultimately the M&E framework results would be one of the main references used to
inform decision-making and program’s enhancement to create maximum intended
impact at adequate quality and scale.

Duties and Responsibilities

Design

Translate long and short-term project’s outcomes into measurable indicators, in
alignment with the L&S department.
Design project’s impact measurement tools to ensure proper and accurate
capturing of data for the defined KPIs and indicators.
Define and develop data collection and analysis methods from the different
target audiences target audiences, and ensure alignment with relevant.
teams/departments
Develop the M&E plan for the project and ensure implementation of outcomes.

Monitor
Manage data collection system implementation.
Monitor all phases of the project since kick off till the end of project; including
design, TOT delivery manuals, on-ground delivery, classroom-observations,
project operations etc.
Ensure alignment of programs with Educate Me processes
Conduct regular field visits to Project’s activities for monitoring and observation.
Ensure quality of data collection process through data verification
procedures, including regular data quality audits and validation.

Evaluate
Conduct rigorous data analysis of the project/program for both qualitative and
quantitative data
Prepare evaluation & data analysis reports per project
Conduct regular M&E presentations to relevant teams.
Review projects results and extract patterns, gaps and recommendations.
Call for reflection meeting and other feedback mechanism with relevant
parties
Providing written documentation on M&E activities and indicator results for
progress and regular reports.

Qualifications Include

3 to 5 years of experience in M&E and/or Data management
Previous experience in NGO’s field is a must, preferably in Education field.
Excellent business writing skills
Excellent computer skills, including word processing, spreadsheet/Excel
programs
Ability to work independently to efficiently meet deadlines

Working Conditions

● M&E Specialist works in the head office location and conducts regular field visits in
Educate Me in governorates across Egypt depending on Projects’ implementation
areas
